I have build this on windows xp (x86) in a virtualbox and have used that sassc.exe on windows 8.1 (x64) and windows 7 (x64)

To build it on windows (note: I'm just typing this from memory (so typo's may happen or a step might be forgotten)).

• download msysGit (build environment) https://code.google.com/p/msysgit/downloads/list?q=net+installer
• execute that download
• from the git-prompt above
• create a folder (c:\temp) and move the prompt there
• in that folder "git clone https://github.com/hcatlin/libsass.git libsass"
• in that same folder "git clone https://github.com/hcatlin/sassc.git sassc"
• export SASS_LIBSASS_PATH=/c/temp/libsass
• cd sassc
• make

You should now have the sassc.exe in c:\temp\sassc\bin folder

Not sure if this question is still relevant for issuer, but I had exactly same problem and made a simple VS 2012 solution to build sassc - https://github.com/Articus/sassc-win

Got it compiled with MinGW. It runs fine with valid scss but barfs when passed invalid scss and doesn't output useful error messages.
