It sadly is. Part of this is client limitations. The client automatically forbids using /tell in dungeon areas iirc.
And even if that wasn't the case, i would at least make it optional so you could ither emulate the behaviour of retail, or choose not do have it that way.

Actual Chat and error when not found implemented, forgot to reference this.
Errors for bound by duty and busy ( etc ) missing

I don't think bound by duty restrictions are relevant anymore given that retail doesn't have that limitation and it never made sense to begin with too

Nevermind, thought it was the case but I'm wrong 😩
It's a bit of a lame limitation though, is it really worth implementing?
