Not sure how to fix it here, we only set linker to clang-cl and pass arguments in RUSTFLAGS, perhaps it should be fixed in cc-rs.

There does seem to be a already existing open issue for this on cc-rs, I will close this issue.

Looks like it's already fixed in https://github.com/rust-lang/cc-rs/releases/tag/1.0.76, you can retry with updated cc-rs: cargo update -p cc.
