fixed it by uninstalling teh version installed through pi and manually installing the version 3.3.2 for empy

I got a bit further with compilation but after a while im getting 45 linking errors! difficult to debug on windows especially with limited scroll in shell unlike linux! will continue tomorrow
if u think its not ready I would for the time being have a intermediet middleware like ice or thrift! rosbridge is not an option as I need to host services on the windows side aswell

fyi I also tried win_ros on win7 but on win 8.1 the setup instructions dont work anymore
