The problem is that you do not have urdfdom_headers in your workspace, but some package in your workspace depends on it.
rosdep trys to resolve any unmet dependencies by using the system package manager (in this case Homebrew). You simply need to use wstool to make sure you have all of the packages for what ever variant you are trying to build.
$ wstool merge -t src http://packages.ros.org/web/rosinstall/generate/raw/groovy/desktop
$ wstool up -t src
Then try to do the rosdep command again. There is no need for you to try and make a formula for that. We sill do not provide formulae for any ROS packages in this repository.
