How should VERSION be broken down?
Given:
debian/ros-groovy-langs_0.3.5_oneiric
debian/ros-groovy-langs_0.3.5_precise
debian/ros-groovy-langs_0.3.5_quantal
upstream/0.3.5
Should the patched release tag be:
release/ros-groovy-langs_0.3.5
Or should it have the debian patches (may be different from OS X or RPM):
release/ros-groovy-langs_0.3.5_debian
Or:
debian/ros-groovy-langs_0.3.5
What about:
upstream/0.3.5
release/ros-groovy-langs_0.3.5 # Pre platform patches
debian/ros-groovy-langs_0.3.5
debian/ros-groovy-langs_0.3.5_oneiric

I would say:
release/ros-groovy-langs_0.3.5
contains all patches which make the upstream ros-ish.
Then for each distribution there is a custom tag with its specific patches applied:
debian/ros-groovy-langs_0.3.5
rpm/ros-groovy-langs_0.3.5
from bloom.
