If you want a test scenario, try planning in e.g. Spain (which is not loaded on the PCT server):
/api/journey.json?key=yourapikey&itinerarypoints=2.7,41.3|2.71,41.2&plan=quietest&reporterrors=1
(obviously use your real key), and you'll see the error.

Tested as follows:
route_cyclestreet(from = c(2.7, 41.3), to = c(2.71,41.2), reporterrors = T)
