Hi, this is a known issue on some systems. We have not been able to reliably 
reproduce it. It is covered on the FAQ page: 
http://cbloadercontentwiki.wikispaces.com/FAQ in the second to last item.

It is likely, if regular character builder is working just fine that this is a 
problem with your combined.dnd40.encrypted file. If that is the case, it is 
likely that you have a working combined.dnd40.encrypted file on your machine 
somewhere that is being used by character builder. Perhaps you could find it 
and help us fix this issue in the future.

Are you using the most up-to-date character builder?

My buddy had this issue and it was because when he installed an update from an 
.msi file he didn't use the right directory, he used the WotC directory, not 
Character Builder.

I encountered this problem installing the character builder on a new machine. I 
downloaded the character builder installer from: 
http://www.wizards.com/dnd/files/tool/characterbuilder/DDI_CB.exe

I then immediately extracted CBLoader into the builder directory and launched 
CBLoader.exe and received this error.

After some debugging I uninstalled the builder and the reinstalled. This time I 
ran the builder before running CBLoader. I was presented with the update screen 
from the builder and downloaded the most recent changes to the builder 
published by WotC. 

I then extracted and ran CBLoader and no longer received this error.

I'm effectively hosed on this issue too.  I can't figure out how to fix it.

I had to re-install Windows recently.  After doing so, I re-installed Character 
Builder and then copy/pasted my old Program Files folder over from my old 
installation.  Then I copy/pasted my old AppData\Roaming\CBLoader folder over 
from my old installation to its respective location.

Tried a few things -- can't seem to fix it.  Character Builder loads and sees 
all my old rules, but CBLoader refuses to update.

Windows 7 x64 Pro

Update: I was able to generate a keyfile on a friend's computer and grabbed his 
data to get this working, but without it I would have been dead in the water.  
This issue should be re-opened.

Downloaded the Character Builder, installed it and then downloaded CBLoader to 
C:\Program Files (x86)\Wizards of the Coast\Character Builder

When I try to run CBLoader I'm getting this message:
Inner Exception: '<', valor hexadecimal 0x3C, is an invalid attribute character.
 Line 237141, position 23. 

Tried what's mentioned at issue 18 but I don't have a combined.dnd40.main file; 
instead mine is a combined.dnd40.encrypted file.  When I look at it in notepad, 
I get lots of unreadable characters.

I'd like to update this issue because it had been killing me for the past week.

Make sure your character builder is up-to-date! Install all updates up to Nov. 
'09.

After this, the CBLoader worked after following the walkthrough in issue 18, 
specifically deleting the "" in the combined.dnd40.main.

I think this problem may be caused by the Offline updater.

If you are using a 64-bit machine, your CB should be located in "C:\Program 
Files (x86)\Wizards of the Coast\Character Builder". However, the offline 
updater just unzip everything into "C:\Program Files\Wizards of the 
Coast\Character Builder" by default.

Note that there is NO "(x86)" in the second path since the updater just assumes 
that you are using a 32-bit machine. And this may be the reason why your 
.encrypted file remains outdated.

To solve this, just run offline updater for CB and add the "(x86)" into the 
installation path and that would do it. At least it solved this problem for me.

ok so perhaps I'm just saying nonsense but wouldn't it be much simple if 
someone who had the combined.dnd40.encrypted file simply posted it?
I've been trying for a few days and haven't found yet a solution

I'm runing the CBloader version 1.3 on the november09 version of the CB I've 
been carefull with the part of the (x86) so that's not the problem(at least in 
my case)

I just had this same issue helping a friend install the builder. In addition to 
modifying the install path for the update, I also had to *run the updated, 
unpatched builder once* before trying CBLoader, otherwise the error persisted.

Thank you but the archive that I needed is the " combined.dnd40.main " which 
should be emplaced in " C:\Users\Lucas\AppData\Roaming\CBLoader\ " because the 
program needs that file to decrypt the " combined.dnd40.encrypted ":-S
