something's off, I also logged the hardware and windows version at the beginning; also did you follow the steps? after turning on "Animate control elements" when changing windows wallpaper is there fade in transition animation? what is full windows build number (Run -> winver)

I did all of the steps. The windows build number is 19551.1005

so its an insider build, yes it does not work with latest preview builds because microsoft did not implement the transition animation when wallpaper is changed; I don't know whether they will or not implement it.
its easy to verify, change the windows wallpaper and see if there is fadein transition animation or not.
