Yup, README definitely needs an update. I'm happy to just have the README
link to the wiki, though in my experience more people tend to check (&
maintain) the main repo READMEs than they do the wikis.

Agreed, definitely two-sided sword. But the sub-README files tend to get stale too :-/
Right r-base/ has one (as a copy of the top-level one), and rstudio/ has this one in need of work. The other directories need at a stub. Shall we just copy to the top-level short one around? Maybe with an added link to the Wiki?

Yeah, I assumed the main reason we had sub-readme's was because they're
what shows up on the docker hub page for the repository. I'd be happy
replacing them with a link to the Wiki

All the subdirectories now share the same (very basic) README with an added link to the Wiki,
