It's not that simple. My Oberon+ IDE uses Mono as a kind of implementation detail; there is no use of any .NET assembly besides the mandatory mscorlib.dll, and the generated assemblies run on Mono, but I didn't maky any provisions that they can be used by non-Oberon assemblies, and vice-versa.

That said, if you have an implementation in C#, you need a corresponding .def file, and the generated assembly must follow some rules to be compatible with the Oberon+ model. It's best to have a look at the .NET implementation of the Oakwood classes. See e.g. at https://github.com/rochus-keller/Oberon/blob/master/runtime/Files.cs. There is a precompiled assebly here https://github.com/rochus-keller/Oberon/blob/master/runtime/Dll/Files.dll which is simply copied into the build directory by the IDE (if Oakwood support is enabled in the project options). The Oberon+ code accesses the features of the File assembly by this definition module: https://github.com/rochus-keller/Oberon/blob/master/oakwood/Files.Def.
