Actually, if an application is deployed before the VM are created, then there is no message consumer and thus, the related messages should be lost. Since the DM does not change the states, there is no corruption on the DM.
Why do you have to reboot RabbitMQ?
Which version of RabbitMQ are you using?

In fact, it seems that messages of type InstanceAdd do not reach their target sometimes. The only way then is to restart the messaging server. To check this, we need to add some unit tests on the agent. And we need to perform some additional test with the agent and a DmClient.
Another problem occurred with RabbitMQ.
It may be related to this issue, or not. It may be caused by an interrupted connection between the agent and the messaging server.

For the record, no error has been encountered with RabbitMQ since it is not used anymore with a private Openstack installation.
