Default to --seed time about masscan

--seed time is now the default (checked in a week ago)

--adapter-ip and --adapter-port now accept ranges, but the number of items in either range must be an even power of 2, and you only get a single range for each (you can have both one range of IP addresses and one range of ports). The source port/IP is part of the syn-cookie, so it's more robust against people trying to spoof responses

This required a lot of small changes throughout the code, so I might've introduced some bugs. Try it out and see if it works.
