I've added a file "data/exclude.conf". I'll put anybody who wants to in this file. Also, I'm adding people who threaten us in that file as well, so people know to stay away from those who will bring down the law on them.

I don't fully understand the motivation behind this exclude.conf file. I was under the impression it was not illegal to scan ipv4 addresses, and if it is then why only exclude those who complain?
