Introduce CI/CD in webrtcomm about webrtcomm

Discussed a bit about how to best distribute webrtcomm with @ammendonca and @jaimecasero. Although we could mavenize it and distribute via maven, seems that it might make more sense to use more 'generic' web distribution tools such as bower or npm. Lets brainstorm more when time comes

for the record:
how do you publish libs to NPM? dont tell me is throuhg maven 😉 npmPublish -> through npm itself
i think we can do both NPM publishing(as part of maven deployment phase) and still generate a maven artifact to be used by JEE apps
with this plugin frontend plugin can run the "npm publish"
we can configure the npm user publisher thorugh maven settings
