Would it only return true if the path is local to the game / engine?
Examples:

"C:\yourpath\yourfile.txt" -> False
"yourpath\yourfile.txt" (Also local to the C drive) -> False / True?
"assets\stuff.txt" (Local to the game / engine) -> True

What about the unix(likes)? Could/should we try to normalise the path here?
