I don't really understand your config as the XML got deleted - use 'pre' or
'code' tags to preserve the xml tags

I have this config with p2-maven-plugin
my project already have a manifest, but as true is set, it should override
it. The problem is instrusctions set are not taken into account. Result is
: all packages are exported, all packags are imported with optional
resolution. Is this a bug or is there somthing wrong with my config.ca.infodata:readhl7::custom:2.0.7-SNAPSHOT

I should have used pre. I made some test and have found the problem. I have a subproject called util1 on which depends many other project. This project need custom instructions like Eclipse buddy policy for things to work nicely. The issue arise when my p2-maven-plugin include this util1 project and other projects (let say group A) that depends on util1. If i make group A projects transitive false, custom instructions are included, otherwise they are not. If util1 project is alone in the configuration, custom instructions are included. In conclusion, it seem it is an issue with transitive and custom instructions.
