By state you mean the redux state or the internal components state (hooks) ?
If its the redux-state then there is a bug. But hook states arent preserved. Its called stateful hot reloading and it requires rewiring create-react-app which I still avoid. React-hot-loader is the tool for that and its getting obsolete. I am waiting for fast refresh to land to solve such problems instead of rewiring the cra app.
