rbenv-install exists outside of rbenv so it doesn't force anyone to use ruby-build.
There isn't much sense in have to install rbenv, ruby-build and some ruby-build/rbenv plugin that just contains that little rbenv-install shim.

A rbenv-build plugin would be a good home for the command (not rbenv itself, however).
It's included here because ruby-build itself acts as an rbenv plugin.

They're separate projects because they have separate release cycles. I.e. we don't need to release a new version of rbenv every time a new version of JRuby comes out.
