pyyaml.org is supposed to be a reliable 3rd party site. Makes sense to continue to rely on it and suck up any downtime (as we have to do with every other URL we reference). Otherwise we're looking at mirroring or S3 (costly in setup, management, and $)

Getting bit by this one right now while scaling up our production capacity.
A nice middle ground would be an ENV variable that references a locally available copy of the tar.gz.
So in the event of a failed download I can simply point to the copy I've got in my repo.
Any possibility of that option?
