A device could publish and subscribe for data simultaneously. Configuration messages sent to a device are not sent to any queue in the current setup. In such a situation, if the device queue is bound to the <device>.configure exchange then the queue gets crammed with both subscription messages as well as configuration messages. Hence, to avoid this problem, we need a separate queue to handle configuration messages and private messages.
