Hello,
That particular line is because firefox (as far as I know) only supports scrollbar-color and scrollbar-width and not -moz for scrollbars.
Lower in the code, here to be precise, is what is supposed to theme the scrollbars for chrome. After testing in chromium 115.0 I cannot reproduce. The code changes the color and width according to variables set in Stylus.
After you brought this to my attention I have made changes to fix an issue with changing the color for the scrollbar, in the settings.
I have tested and it works in both firefox and chromium 115.0
