So the metrics.cfg.xml file is not strictly necessary. I believe that logging an error when the file is missing is a mistake, but there is a story to correct that. Refer to https://repose.atlassian.net/browse/REP-107 .

If not provided, Repose will report metrics to JMX, but not to Graphite. Providing the metrics configuration file allows a user to either disable the reporting of metrics, or to define Graphite servers to push metrics data to.
