Benchmark throughput about quinn

I'm interested in working on that. I may be a bit slow at first because I don't know about benchmarking or quic, but I feel like working on this would help me understand the high level APIs better.

Other benchmarks I'd also like to have:

• Rate at which connections can be opened and immediately closed
• Rate at which a single connection can open streams that are immediately closed
• Throughput under various patterns of packet loss, reordering, latency, and/or changes in link capacity.
• Latency for a simple request/response pattern while another stream is saturating throughput in either direction, or both.
• Total throughput wrt. number of streams in one connection

Yeah, I think so. We could always use more benchmarks for other cases, but those can be addressed separately.
