我认为在README.md已经很明确地指出了这个repository的license，而且也是符合GitHub上基本上所有的README都是把license放在最后或者有一个专门的LICENSE文件指出。
查看与使用一个库之前读完README.md并按照里面声明的license要求进行分发or改动是最为基本的常识，我个人认为把license置顶没有必要而且并不能对某些机构的毫无底线的滥用行为有所抑制，而且反而使得README.md显得怪异，所以不怎么赞成改动
