run_once skips poll if only the self-pipe is open about asyncio

I think the same semantics can be achieved if we do a 0 timeout poll. I can 
probably analyze the impact and write a patch for this in the upcoming days.

I submitted https://codereview.appspot.com/7960043/ for review. Basically the 
rules for polling now would be:

  - if there are no timers and also not any registered fds or there are some already scheduled callbacks -> do a 0 timeout poll
  - else if there are timers -> poll on the soonest timer
  - else -> unlimited poll

Tests are passing (tested on OSX), not sure if/how to add a test case for this 
though.
