Hey, thanks for reporting this in. You could try to:

message = update.message.text.encode() # without args

Telegram API only talks in UTF-8, so raw strings will fail to request.

Well the .encode() without args results in the same error.
Removing the .encode() works great, even with obscure characters like: ברי צקלה
I am not sure but I think (after consulting the below stackoverflows) it's because the json.dumps function will by default convert to plain ASCII strings, where obscure characters are escaped with the \uXXXX notation. So that will translate just fine as utf-8.
