Local version identifiers are NOT permitted in this version specifier.
https://packaging.python.org/en/latest/specifications/version-specifiers/#compatible-release

In packaging 21.3, which was vendored by pip 24.0, this was not enforced. Could you use the == specifier instead?

I just replaced per

python-hdf4>=0.10.0

and the error itself has gone away.... so the problem looks rather the "+" than the ">="

The problem is the combination of the local version identifier (the part after the +) and the >= specifier, not one or the other in isolation.

it's a "minimal version" contraints.txt file, from the early days of pip resolver, so the ">=" has to stay, and so the "+" to go, in my case.

so if it's a normal evolution of "packaging", I will just adapt.
