I just replaced per
python-hdf4>=0.10.0
and the error itself has gone away.... so the problem looks rather the "+" than the ">="

it's a "minimal version" contraints.txt file, from the early days of pip resolver, so the ">=" has to stay, and so the "+" to go, in my case.
