Good idea.
But how would you like to determine if the task should run?
For example a test related task needs to run when
- the sources change
- the test sources change
- a script changes
- a dependency changes
How would you model these dependencies?

I think it's useful to have those distinctions too.
Well for the simplest version, just support support change detection for sources and forget everything else.
For the second version just support change detection for test sources and forget everything else.
For the third version just support change detection for scripts and forget everything else.
Finally we deal with dependency changes as well.
I guess if a quadruple of these is provided, the task can make an informed decision. It feels like overkill though. Just one flag for 'has (anything) changed' will suffice for most cases.
