Ok, after a bit more digging, this error was due to the backend URL needing to use double forward slashes rather than the Windows default of back-slashes. I found this via this old closed issue: #12609

- Update our environment variable documentation to give an example of paths on windows.
- Improve our errors: if the URL starts with
file://but isn't parsable, we should present the error rather than falling back to a HTTP backend.
