Theoretically I can include the ghost values and it is actually not difficult. However, I have realized that it is impossible to automatically calculate ghost values at do-nothing boundaries because a coarser level has a larger ghost zone than a finer level. So even if I implement it it will not work as expected. Therefore at this moment I label this issue as wontfix unless there appears any other useful case.

Good point. I guess AMR is fundamentally incompatible with do-nothing BCs. I worry that even if we document this behavior, people are going to be bitten by it. I don't suppose there's any way of having the code do a simple check to see if a user-enrolled function is a no-op?

FYI the stale bot seems to require the issue to be Closed to prevent it from removing the wontfix
label when there is no activity. The workaround is to use a custom stale
label that only the bot adds/removes instead of wontfix
.
