I fixed the modifier by simply declaring another mapping variable called activeIds to keep track of the currently active proposals. The idea is that instead of making redundant iterations over the huge differences in block numbers, the function simply iterates through the number of currently active proposals. Once an expired proposal is found, it will be removed from the thread management variable, therefore reducing the number of iterations by the for loop.
