Temp path issue for Windows worker downloading from Azure Blob about prefect-azure

It looks like this is happening due to Windows Ransomware Protection which puts some restrictions on temp folders. And I think the issue then occurs because the worker process creates the temp foler, and a sub process then tries to write into it.

I can run the pytests fine since the temp folder is created by the process which writes to them ( and not by a Process Worker like when it runs)

The error was due to hierarchical namespace being enabled. The docs should have a note stating that it should be disabled!
