The clipboard can't be opened as of yet.
At least on Galaxy S7 (Android 8.0.0).

Does Samsung include some kind of "Privacy Guard" which interferes with clipboard access?

Maybe Samsung KNOX prevents this?

As far as I know, this is for the enterprise stuff. Unless your device is managed by your employer, this API is not enabled. Though I am not sure. Could you please show us a screenshot, or screenrecord or some logs. We can't reproduce this on our (non-samsung) devices.

It is really unclear what might be causing this. Could you please capture and share some logs?
