Only cleanup empty workspaces after the super key is released about shell

The ability to rearrange entire workspaces would, while not fixing the cause of the issue, at least make it less annoying to correct.

This is possible from the Workspaces overview:

The first time I do it, I open Workspaces with the top left button, then drag the window within the picker. The second time I do it, I open Workspaces with the hotkey, Super+d, and drag the window from the center spread into the picker on the left.

Another option might be to disable dynamic workspaces in Settings > Desktop > Workspaces and instead designate a fixed number of workspaces. That way the dynamic creation and deletion of workspaces won't get in the way.

I hope my proposal still makes it into the Cosmic DE, but that helps a lot.
