Polymode already does that. It fills the space between << >>= with
fundamental mode, but it can be arbitrary mode. It is on my todo list to
add knitr/sweave completion to header lines.

My apologies, there was a conflicting line in my auto-mode-alist. I was in Rnw-mode, not polymode.
