This seems like a reasonable proposal. I have a slight preference away from the static merge strategy only to avoid having a large initialization block early in app start.

After further consideration, I've decided to do this purely in our own codebase code. There isn't that much overhead to letting Plank execute the default merge first, and then adjusting the result of the merge afterwards. I'll re-open the issue if plans change.
