I haven't checked other versions. Could have been missing for quite a while. It is not public API, so was always unreliable.
The most important part from a performance perspective is being able to ignore attribute mutations.

It may be best just to give up on this one. If there is no public API, just take the performance hit.

The tokenizer is possibly back in jQuery 3.7.1, see: jquery/jquery#5259.
