The third parameter is an array of named parameters for the API end point you're requesting. Clients::create requires a single parameter called $vars. So you should use:

$response = $api->post("clients", "create", array(
'vars' => array(
    'username'=>'[email protected]',
    'new_password'=>'123456',
    'confirm_password'=>'123456',
    ...
)));
