You have to ./autorun.sh first. Then you have to follow the procedure as in README.md

Install autogen and version of fuse from sourceforge.

In the grand tradition of all good autotooled projects, the README assumes you are not building from the raw source-control repo, but from a tarball generated using autotools. Of course, no such tarballs were generated, but also in the grand tradition of autotooled projects, no guidance is provided for the non-tarball case.
