I implemented an alternative outgoing content scheduling scheme based on a LL, but in the end, I reverted back to the queue-based design, for simplicity and likely, for performance(reduced likelihood for cache misses).
In practice, we shouldn't need that many outgoing_queue
anyway, just one per connection that has pending outgoing data. We should instead focus on payload::iov[] size limit. In practice, we only 1 iovec for all but consume responses for multiple partitions, when any of those partitions is to be "tailed" but any of the other either has available data or a fault was generated.
In this case, we should create another payload and append it to the queue, in order to keep the iov[] size small.

Hard codes size doubled, for now, but we should really just use linked queues. It should be trivial to implement it.
