Convert project to maven about pgjdbc

About Driver.java - it can be splitted to AbstractDriver and Driver.

jdbc2, jdbc3, jdbc3g and jdbc4 (by default) builds can be resolved with a combination of maven profiles. No tricks :)

So what do you plan on working on after you make this change?

The volume of changes to this codebase is small enough that if you simply
setup a fork of the project and maintain manual consistency with the main
project then you will be able to see whether people choose to supply
contributions to your fork because it is so much easier than doing so for
the canonical one.

Okay, firstly I'll try in my own fork.

I've had a lot of these kinds of requests. While I understand that it
doesn't "just work" with some IDE's this is not really a constructive
change in that it doesn't fix anything that is technically broken.

On the other hand it may increase developer involvement. In that sense it
would be a good thing to do. I would like to see your fork first before
entertaining this seriously.

I'd like to postpone this. I do not see valuable reasons to do this now too.
