POST /bulk_data/utterances empty arrays on response about persephone-web-api

Thanks for opening this issue, I suspect this is a bug. But I think the response here isn't a very good format because if the response is empty due to the files contained within being duplicated it would be good to get some sort of data back that indicates that.

Does this return an empty response if the zip file is all new files and hence no duplicates?

No worries, I have tested a few different zip files with all new files and no duplicates, new file names etc and it returns an empty response.

I think that could be useful to be able to give some feedback to the user on what contents of the zip file have and haven't been created.
