This also has implications for ByOffset#findRef(), as now the check for if a graph contains values has changed. Before we for example could have a graph A in the head of the root graph, where A matched the ref. Now instead of A, we get the root back.
This is also because of the ordering of the list of graphs iterated over by findRef. It is very tightly bound to this.
