The rough idea is to allow SourceClient/TargetClient to "maintain" themselves when they're unoccupied. It is started here. So in sub2sub we're subscribing to justifications before sync loop starts. When TargetClient::maintain() is called, we're reading all buffered notifications && check if they're for headers that already synced && are not waiting for completion. The latest notification is then submitted to the target node. If we found notification for incomplete header, we're scheduling it using QueuedHeaders::completion_response().

This should be continued/fixed only after we'll have regular justifications sync (i.e. for incomplete headers).
