In a way: neither. Adding support for all scripts and languages would make the container quite large, so we opted to only include the "default" latin scripts.

If there are missing packages, you can either install them on the fly each time you start the container (a bit slow), or create your own docker image which already contains the required packages (or find somebody who did it for you). The relevant command to install the missing package is tlmgr install zref; it must be run before pandoc is called with the normal arguments.
