It's definitively a bug in the standard library but because werkzeug templates is deprecated and unused in Werkzeug itself I don't know how useful this is.

Templates are still used in the debug middleware. The debug middleware is not marked as deprecated at this point, and clearly still imports and uses werkzeug.templates. I encountered the exception in the bug report when trying to use the debug middleware in front of a normal WSGI application in Python 2.7, where one of my source files used Unicode UTF-8 encoding (and thus did not pass plain-old strings to your debug code when you asked for the source lines that were referenced). So I think this bug ought to be re-opened. :)

I got rid of all the templates for the debugger in 0.7.

Then I look forward to the release of 0.7 and will consider the use of Werkzeug again some day in the future — thanks!
