Request: 'use strict' rule about tslint

Can you clarify about what you mean by top-most module?

What I have now is that we require "use strict"; for every top-level function.

'top-most module' would be the outer module

module MyApp {
    'use strict';

    export function foo() {

    }
}

Here the TS module MyApp would be compiled to a JS function so it can declare strict mode for all it's content.

Maybe we mean the same thing?
