Thanks for filing the issue. I agree that it's very useful to detect duplicate variable definitions. Would be glad to accept pull requests (ignore the travis builds for now. they're currently failing, and I'm fixing that later this week).

Great! I've sent a pull request. Does this look right to you, as in, does it correctly recognize all the possible types of scope nodes?
Also, do you think there should be a command-line switch to enable/disable this, or do you think it's universal enough not to need one?

Great pull request. It's merged now. Thanks! (sorry for the delay).
By default, all rules have a command-line switch. By design, any rule can be turned off. tslint should be flexible enough to run against existing codebases which might have lots of existing violations. The inability to turn off specific rules would hamper adoption of the linter.
I'm also going to rename this rule to duplicate_variable as I think that conveys the intent better :)
