Support to temporarily disable rules about tslint

That's fair, we've thought about it. It's on the TODO, but unless we get a PR from someone else, it's going to be a while until we can ourselves get to it. There are still quite a few unimplemented rules in tslint.

Maybe a generic /* tslint skip */ and /* tslint resume */ command. So you can (temporary) skip parts of bad files.
